INTRODUCTION

The concept of Covenant Social Service emerged during primary discussion between Rev. Dr. Steven David (Moderator), Rev. Dr. Shekhar Singh (Project Secretary), and Rev. Bertil Svensson (Director, World Mission), in 1998 at the office of Mission Covenant Church of Sweden (MCCS). The primary discussion focused upon following points;

1. Covenant Social Service should focus on Community Development Projects.
2. CSS should become development wing of Hindustani Covenant Church.
3. CSS should also address the disaster related relief and rehabilitation.
4. CSS should focus on capacity building, training, Community Based Organization (CBO).
5. CSS should develop its competency on developing projects and programmes, which directly concerns the wider society.

On the basis of primary discussion Rev. Dr. Shekhar Singh was requested by the Moderator and the Executive Committee to develop the concept paper of the Covenant Social Service. The concept paper was ready in 1999, which was widely discussed with the Executive Committee of HCC and MCCS. The HCC Executive Committee proposed that this concept paper be sent to the HCC Church Council in 2000 and discussed about its viability.The HCC Church council after discussion agreed to establish the Covenant Social Service.

The process of writing of its MOA, By-Laws, structure, policies and operational procedures were assigned to Rev. Dr. Shekhar Singh. All these documentations were completed in 2001 and the Covenant Social Service came into existence in 2002.The Covenant Social Service was registered in 2004 with the Charity Commissioner.
